It is free and the program itself is legal. Sharing copyrighted material without the owners permission is illegal. Filesharing programs themselves are never illegal. They can, like so many other things, be used for illegal purposes. If you decide to use it for illegal purposes, it will first warn you that what you are doing may be illegal, but you can choose to continue at your own discretion.
